Kiran (Raveena Tandon) is in love with Raj (Govinda) a rich son of a business magnate. They like each other and want to get married. She is a modern girl but her father Bhangari (Kader Khan) is a small time crook and deals with buying and selling of stolen goods in a shop in Chor Bazar. He is popular in that area for his dealings. He wants his daughter to get married to a bigger gangster than him. This indeed makes his daughter very surprised when he selects Shakti (Shakti Kapoor) a criminal and a rogue who has many cases against him and spends most of his time in jail. Kiran's objects but Bhangari has already considered Shakti as his son in law.

This brings trouble to the smooth going affair of Raj and Kiran. Kiran now tells Raj to pose as the biggest goonda in town. This act will surely convince her father to get her married to him. Raj agrees to it to gain her love and decides to act as a big goonda. Follows hilarious situations one after another that ultimately convinces Bhangari to accept Raj as his son in law. Shakti on learning about it gets furious and kidnaps Kiran. Helping him are the rivals of Bhangari in the crime world. In the meantime Bhangari learns the actual identity of Raj and this annoys him. What happens next!
